AKPK (URUS)

Banking Industry Collaboration with AKPK to Assist the Most Vulnerable Malaysians with an estimated contribution value of RM1billion

Kuala Lumpur, Thursday, 14 October 2021 – With reference to the statement issued by the Prime Minister on 13 October 2021, the banking industry, represented collectively by The Association of Banks in Malaysia (ABM), Association of Islamic Banking and Financial Institutions Malaysia (AIBIM) and Association of Development Finance Institutions of Malaysia (ADFIM), is pleased to announce its continued support for the most vulnerable segment of individual customers through a comprehensive extended financial assistance scheme. This scheme is designed with the objective to help the eligible B50 customers alleviate their financial difficulties caused by the COVID-19 pandemic.
 
The banks have worked alongside Agensi Kaunseling dan Pengurusan Kredit (AKPK) to offer a new co-created scheme called Financial Management and Resilience Programme (Program Pengurusan & Ketahanan Kewangan, URUS) to individual customers. AKPK is an agency that offers holistic financial management solutions for households, covering debt management, financial management education and financial advisory. This ensures meaningful and comprehensive support to customers to promote long-term financial resilience.
 
The support provided by URUS will allow individual customers the breathing space to regain their financial footing. The scheme will see banks setting aside an estimated RM1 billion to fund the cost of the reduction in interest/profit costs including interest/profit waiver for these vulnerable B50 customers.
 
The scheme is open to individual customers, on application, who are under an existing repayment assistance programme (e.g. Targeted Repayment Assistance,
 
PEMERKASA Plus, PEMULIH, bank’s own rescheduling and restructuring, etc.) as at 30 September 2021 and meet the following criteria:
  • Are from the B50 income segment. i.e. customers with gross household income of RM5,880 or lower, based on the definition by the Department of Statistics of Malaysia (DOSM). Evidence of household income will be required for customers who are not registered recipients of Bantuan Sara Hidup (BSH) or Bantuan Prihatin Rakyat (BPR).
  • Have experienced either:
    • loss of employment; or
    • reduction of income of at least 50%.
  • Whose loan/financing is still performing (not in arrears exceeding 90 days) as at the date of their application.
 
Under URUS, AKPK will provide the customer with a personalised financial plan that is developed holistically, taking into account the customer’s financial circumstances and ability to afford repayment of all the customer’s financing obligations. The financial plan will encompass the following options:
  1. an interest/profit waiver for a period of 3 months, commencing the month following the customer’s onboarding into the scheme; or
  2. a 3-month interest/profit waiver together with reduced instalments for a period of up to 24 months in total. During this period, customers with unsecured personal loans/financing and credit cards may also benefit from reduced interest/profit rates to help alleviate their financial burden.
 
AKPK will help to monitor the financial plan throughout the programme and review the plan with the bank when the financial circumstances of the customer improve. These services are provided to customers for free.
 
Individual customers who fulfil the criteria can apply for URUS through one of their banks starting from 15 November 2021 until 31 January 2022. Banks will notify customers of the application process nearer to this date. Banks and AKPK are committed to provide a smooth and convenient application process to customers.
 
URUS complements the various assistance packages offered by banks and AKPK to help affected customers. At AKPK, affected households and SME customers can avail themselves to other debt restructuring programmes such as the Debt Management Programme (DMP), Small Debt Resolution Scheme (SDRS) and the Financial Resilience Support scheme (FIRST). These programmes entail features such as reduced monthly instalments, extension of tenures and financial resilience support programmes.
 
As the economy is gradually opening up and recovering, we expect businesses to recover and this will result in higher employment and therefore income. While time is required for the full impact of recovery to take place, banks remain committed to provide assistance to all affected customers. Customers who do not satisfy the criteria for URUS are advised to contact their respective banks to discuss other financial repayment options that suit their own individual financial circumstances.
 
More details on the URUS scheme will be published on banks’ and AKPK’s websites.
 
Customers are reminded to be wary of scammers and only apply for any financial assistance through official bank channels. Bank customers are also advised not to deal with any third parties claiming to be agents/representatives of the banks on matters relating to repayment assistance. Banks and AKPK do not appoint or engage third parties or agents for this purpose.

Public Bank and Public Islamic Bank are participating financial institutions of PENJANA Tourism Financing (PTF) Scheme to support viable Small & Medium Enterprises (SMEs) in tourism sector, by preserving their capacity as well as assisting them to undertake the necessary investment to adjust and remain viable post-COVID-19.

  • Eligible SMEs may obtain PTF for the purpose of capital expenditure, working capital and refinancing* of existing business financing
    * Up to 50% of total financing approved

Targeted Relief and Recovery Facility

Public Bank and Public Islamic Bank are participating financial institutions of the Targeted Relief and Recovery Facility (TRRF) to provide relief and support the recovery of eligible Small and Medium Enterprises (SMEs) that are adversely affected by the reintroduction of containment measures since June 2020.

Salient features of the TRRF:

  • Eligible SMEs may obtain TRRF for the purpose of working capital and refinancing* of existing business financing
    * Up to 30% of total financing approved
  • Loan / Financing up to RM500,000 per SME under category of Small or Medium and RM75,000 per SME under category of Micro
  • Moratorium period of 6 months
  • Financing rate of 3.5% fixed per annum
  • Recipients of Special Relief Facility (SRF) and PENJANA SME Financing (PSF) are eligible for TRRF subject to maximum financing limit per SME and total aggregate financing limit
  • Recipients of PENJANA Tourism Financing (PTF) are not eligible for TRRF

Revision of Transaction Limit

Dear Valued Customer,

Effective 29 December 2020, open fund transfers at PB engage (capped at RM5,000 per day) and DuitNow QR limit (capped at RM1,000 per day) will be uplifted and merged together with PBe Internet Banking 3rd Party Transfer Limit.

You may now transfer up to RM20,000 (for PAC) and RM 50,000 (for SecureSign) per day at both PBe Internet Banking and PB engage.

Please ensure that your app is updated to the latest version.

Revision of all PIB Credit Card-i Features

Dear Valued Cardmembers,

Kindly be informed that effective 1 January 2021, the card feature of Public Islamic Bank Visa Platinum Credit Card-i, Public Islamic Bank Platinum Mastercard Credit Card-i, Public Islamic Bank Visa Gold Credit Card-i and Public Islamic Bank Gold Mastercard Credit Card-i will be revised. CRS and FATCA

Common Reporting Standard (CRS) and Foreign Account Tax Compliance Act (FATCA)

Dear Valued Customer,

Following the implementation of FATCA and CRS in Malaysia, the Bank is required to collect self-certification with a valid foreign Tax Identification Number (TIN) from the following pre-existing account holders with foreign status(es) i.e.:

  1. Foreign Account Tax Compliance Act Implemented since 1 July 2014
    A U.S. Person or a Malaysian with U.S. Permanent Resident status whose depository account was opened before 1 July 2014.
  2. Common Reporting Standard Implemented since 1 July 2017
    A Foreigner (other than U.S.) or a Malaysian with Non-U.S. foreign tax residency(ies) status whose depository account was opened before 1 July 2017.

If you are an individual described above, please visit your account-holding branch’s customer service counter to declare your foreign TIN by executing the account opening cum self-certification form (AOSF).

Even if you had furnished the Bank with the valid foreign TIN prior to this announcement, if you have any update on the foreign status(es), please feel free to declare by executing the above AOSF.

Standard Pelaporan Am (CRS) dan Akta Pematuhan Cukai Akaun Asing (FATCA)

Pelanggan yang Dihargai,

Berikutan pelaksanaan FATCA dan CRS di Malaysia, Bank dikehendaki mengambil pengesahan sendiri dengan Nombor Pengenalan Cukai (TIN) asing yang sah daripada pemegang akaun sedia ada berikut dengan status asing iaitu: -

  1. Pelaksanaan Akta Pematuhan Cukai Akaun Asing sejak 1 Julai 2014
    Seorang warga A.S. atau warga Malaysia yang juga Pemastautin Tetap A.S. yang akaun depositnya dibuka sebelum 1 Julai 2014.
  2. Pelaksanaan Standard Pelaporan Am sejak 1 Julai 2017
    Seorang warga asing (selain daripada warga A.S.) atau seorang warga Malaysia dengan status pemastautin cukai asing Bukan A.S. yang akaun depositnya dibuka sebelum 1 Julai 2017.

Sekiranya anda seorang individu yang dinyatakan di atas, sila pergi ke kaunter perkhidmatan pelanggan cawangan pemegang akaun anda untuk memaklumkan Nombor Pengenalan Cukai asing anda dengan melengkapkan borang pembukaan akaun yang juga borang pengenalan diri (AOSF).

Walaupun anda telah mengemukakan Nombor Pengenalan Cukai asing yang sah kepada Bank sebelum pengumuman ini, sekiranya anda mempunyai apa-apa kemas kini mengenai status asing berkenaan, sila isytiharkan dengan melengkapkan AOSF di atas.

    拥有外国人(美国除外)身份或具有外国税收居民身份(美国除外)的马来西亚人,并且在 2017 年 7 月 1 日之前已开设存款户口。

倘若您是上述所指的人士,请前往您的持户分行的顾客服务柜台,填写开户及自我认证表格(AOSF),以申报您的外国税务识别号码。

即使您在此通告之前已经向银行提供了有效的外国税务识别号码,若您的外国身份有任何更新,请同样填写上述开户及自我认证表格以作出申报。

PENJANA SME Financing Scheme

Public Bank and Public Islamic Bank are participating financial institutions of RM2.0 billion PENJANA SME Financing (PSF) Scheme to support Small & Medium Enterprises (SMEs) that are adversely impacted by the COVID-19 pandemic.

Salient features of the PSF:

  • Loan / Financing up to RM500,000 per SME
  • Financing rate of 3.5% fixed per annum

Notice on Deposit Insurance by PIDM

NOTIS TENTANG INSURANS DEPOSIT DARIPADA PERBADANAN INSURANS DEPOSIT MALAYSIA (PIDM)

Wang yang dikeluarkan daripada deposit berinsurans anda tidak lagi dilindungi oleh PIDM sekiranya dipindahkan dalam:-

  1. Akaun deposit yang dibayar di luar Malaysia;
  2. Akaun deposit yang dipegang oleh institusi kewangan yang menjalankan perniagaan perbankan di Labuan atau perniagaan perbankan Islam di Labuan;
  3. Akaun deposit yang dipegang oleh bukan Ahli Pengambil Deposit PIDM;
  4. Akaun bukan deposit (misalnya unit amanah, akaun perdagangan sekuriti, dsbnya.); atau
  5. Akaun deposit tidak berinsurans (misalnya Akaun Pelaburan Emas, Instrumen Deposit Boleh Niaga Runcit, dsbnya.).

Dimaklumkan bahawa bagi wang yang dikeluarkan daripada deposit berinsurans anda untuk membeli atau dipindahkan ke dalam produk Takaful atau Insurans baharu, sila hubungi PIDM untuk mendapatkan maklumat lanjut berkaitan dengan Sistem Perlindungan Manfaat Takaful dan Insurans (TIPS). Butir-butir untuk menghubungi PIDM boleh didapati melalui laman web PIDM, www.pidm.gov.my dan melalui Sistem Insurans Deposit (DIS) dan brosur TIPS.

NOTICE ON DEPOSIT INSURANCE BY PERBADANAN INSURANS DEPOSIT MALAYSIA (PIDM)

Money withdrawn from your insured deposit(s) is no longer protected by PIDM if transferred to a:-

  1. Deposit account payable outside Malaysia;
  2. Deposit account held by a financial institution conducting Labuan banking business or Labuan Islamic banking business;
  3. Deposit account held by a non-Deposit Taking Member of the PIDM;
  4. Non-deposit account (e.g. unit trust, securities trading account, etc.); or
  5. Not insured deposit account (e.g. Gold Investment Account, Retail Negotiable Instruments of Deposit, etc.).

Please note that for money withdrawn from your insured deposit to purchase or transfer to a new Takaful or Insurance product, kindly contact PIDM to obtain further information relating to Takaful and Insurance Benefit Protection System (TIPS). The contact details are available on PIDM’s website at www.pidm.gov.my and in the Deposit Insurance System (DIS) and TIPS brochures.
